In order to join the CORGI scheme, installers will need to demonstrate competence in central heating. ACS CCN1 & CEN1 and City and Guilds 6084 (Level 3 Certificate in Energy Efficiency for Domestic Heating) will be recognised as certificates of competence.

By April 2006, members of the competent persons scheme must have a certificate of competence such as City and Guilds 6084 qualification or equivalent to meet the requirements of Part L1 of the building regulations, in order to retain their place on the CORGI register for competent persons.

Installers can sign up to the competent persons scheme free of charge at the same time as they renew their CORGI registration in January 2005.

Installers will also have to notify all gas appliance installations and exchanges to CORGI from April 2005 (linked to gas safety, not Building Regulations). One call to CORGI will cover notification and self-certification. Click here to download more info.

Policing and Compliance

Since SEDBUK D products will remain on the shelf for exceptions and New Build carry-over, policing needs to be as effective as possible.

Only installers that register to self-certify will have access to the completion certificate a homeowner has needed since boiler installations became a controlled service. The Benchmark logbook will no longer be in the boiler carton. Unregistered installers would need a Building Control approval for every installation, even if fitting a condensing boiler, since a completion certificate is required in every case.

CORGI has launched a Competent Persons scheme starting in April 2005, which will allow registered installers to self-certify with regards to Building Regulations Part L1 (fuel efficiency) and Part P (electrics).
