The UK Government is committed to introducing these reforms on 1st January 2007, with a trial period proposed from June – December 2006. The UK Government also inserted a last-minute clause which gives them the power to suspend the provisions, if problems emerge in the trial period, following consultation with stakeholders.
Clearly it is in the installer’s interest to register to self-certify.

Home Information Pack

The UK Housing Act 2004 received Royal Assent in November 2004. It includes provision to reform the system of home-buying and selling so that whoever markets a property for the seller will be responsible for supplying buyers with a home information pack (HIP).

The HIP is designed to provide everything buyers need to make an informed, quick decision on a property before the mortgage and contract process gets underway and will include:
• a home condition report and energy efficiency statement
• planning consents and completion certificates for all controlled services
